Bill 9 Update 7/24/2025
On July 24th 2025, the Housing and Land Use (HLU) Committee of the Maui County Council voted 6–3 to advance Bill 9 with amendments. As written, the bill would phase out approximately 6,000 legally permitted short-term rentals (STRs) in apartment-zoned districts by December 31, 2030.
This vote moves the amended bill out of committee and closer to a final decision by the full County Council. A date for the full Council hearing has not yet been announced, but we will share information and next steps as soon as they become available. The adopted amendments include significant changes to the phase-out structure, timeline, and enforcement provisions. Highlights are below, and a full amendment summary is attached for your reference:
Revised Phase-Out Dates:
· West Maui: STR uses must cease by January 1, 2029.
· All other districts: STR uses must cease by January 1, 2031.
Committee members also reviewed potential enforcement mechanisms and began early discussions around possible carve-outs or exemptions for specific buildings or ownership scenarios. These details are still being explored and may be further clarified as the bill advances.
